A 65-year-old S. Pasadena woman was arrested twice within hours after investigators say she fled the scene of a crash that seriously injured a pedestrian and was later involved in a separate DUI crash the same night.
Kristy A. Monaghan, 65, was first arrested late Feb. 27, 2026, following a crash at Drew Street and Old Coachman Road. She was later arrested again on Feb. 28, 2026, after investigators determined she was the driver involved in an earlier hit-and-run crash that injured a pedestrian.
According to arrest affidavits, the hit-and-run occurred around 10:10 p.m. Feb. 27 at Drew Street and North Osceola Avenue in Clearwater. Investigators state Monaghan was driving a white 2011 Toyota 4Runner with a New Mexico tag when she turned into oncoming traffic and struck a pedestrian.
Authorities allege the vehicle sideswiped the pedestrian, ran over her foot, and caused her to fall. The driver did not stop to provide identification or render aid as required by law.
The pedestrian sustained multiple lacerations and bruises. Medical staff later determined her right ankle was fractured in multiple locations and required surgical intervention.
Approximately 14 minutes later, around 10:24 p.m., officers encountered Monaghan after her vehicle had collided with another vehicle at Drew Street and Old Coachman Road. During that investigation, officers reported signs of impairment, including a strong odor of an alcoholic beverage, bloodshot and watery eyes, and swaying balance.
According to the affidavit, Monaghan admitted to consuming alcoholic beverages at a concert before driving and performed poorly on field sobriety exercises. She provided two breath samples measuring 0.128 and 0.129. She was arrested that night on a charge of DUI involving property damage.
During the crash investigation, detectives reviewed video surveillance footage showing Monaghan entering and operating the Toyota 4Runner before the earlier pedestrian crash. After being advised of her rights, Monaghan admitted she was present at Drew Street and North Osceola Avenue and confirmed she was the sole driver of the vehicle.
On Feb. 28, she was arrested again and charged with leaving the scene of a crash involving serious bodily injury and DUI causing serious bodily injury.
Bond was listed as zero on the felony charges. The case remains pending.
