CLEARWATER — A couple is facing animal cruelty charges after authorities say they left a dog inside a vehicle while attending a concert at The Baycare Sound.
According to a Clearwater Police Department arrest affidavit, Leticia Ann Moore, 57, of Odessa, and Umberto Locasto, 58, of Tampa, were arrested on March 21, 2026, following an incident at a concert venue near Drew Street and Osceola Avenue.
Police said the couple arrived at the venue at approximately 5:00 p.m., leaving their small mixed-breed dog inside a 2011 Toyota RAV4 with the windows closed.
Passersby alerted officers after noticing the dog barking and appearing distressed. Investigators reported that the animal was covered in fecal matter and had matted fur. A water bowl was inside the vehicle, but it contained less than an inch of water.
Authorities said the outside heat index at the time was approximately 72 degrees, but the interior of the vehicle felt 10 to 20 degrees warmer when officers made entry. Officers breached the vehicle around 8:00 p.m. to rescue the dog, which was then transported to a local animal hospital for treatment.
The couple returned to the vehicle around 9:30 p.m., according to the report. After being advised of their rights, both individuals stated they had checked on the dog; however, police said personnel on scene confirmed that this did not occur. Both admitted the dog was under their care and control.
Both were charged under Florida Statute 828.12 for animal cruelty, a misdemeanor offense. Bond was set at $500.
The investigation remains ongoing.
