Ruskin Man Charged with DUI Manslaughter After 3 Year-old Boy Dead in Crash

John Rutland, age 38 of Ruskin, was arrested after being involved in DUI crash on Wednesday evening at about 7:55 PM. The crash occurred at SR-674 (E. College Ave) and 27th Street SE in Ruskin, Florida.

Rutland was driving a 2001 Toyota Camry southbound on 27th Street SE, attempting to cross E College Avenue. Rutland had two passenger in his vehicle at the time of the crash; 9 year-old Tatiana Rutland and 5 year-old Jeramiah Rutland.

Rutland entered the intersection and traveled into the path of a 2002 Chevy utility vehicle being driven eastbound on E. College Avenue by 20 year-old Marbella Valancia-Bustos of Wimauma, Florida. According to Florida Highway Patrol (FHP) investigators, the Chevy rotated and overturned.

Valencia-Bustos had six passengers in the Chevy including 5 children age ranged from an infant to a 10 year-old.

According to FHP, all the occupants of both vehicle were utilizing seatbelts and/or child restraints.

All the occupants of the Chevy were transported to Tampa General Hospital where 3 year-old Jacob Bustos died from his injuries. FHP reports that 10 year-old Loylo and the infant Valeria were transported with serious injuries. All the others had injuries listed as uninjured or minor.

None of the occupants in the Camry were injured in the crash.

Rutland was arrested for DUI Manslaughter and multiple counts of DUI injury.
This is not his first DUI arrest in Hillsborough County.
