The St. Petersburg SWAT team executed an arrest warrant on January 31 at 10:30 a.m. at 430 3rd Avenue South in St. Petersburg.
Jason Foley, age 47, was taken into custody without incident. Foley, who resides alone, was the only person in the apartment at the time of the arrest.
The arrest followed an investigation initiated by an out-of-state law enforcement agency. Authorities from that agency informed St. Petersburg Police that Foley had been engaged in online discussions with their suspect about plans to kidnap, sexually assault, and murder a child. The child does not reside in Florida.
Foley faces multiple charges, including:
- 23 counts of possession of child pornography
- 3 counts of transmission of child pornography
- Conspiracy to commit first-degree murder
- Conspiracy to commit kidnapping
- Conspiracy to commit capital sexual battery
- Conspiracy to commit aggravated child abuse
Authorities have not released further details about the out-of-state investigation.
