ST. PETERSBURG – A St. Petersburg woman was arrested on August 18, 2025, after officers from the St. Petersburg Police Department say she caused a disturbance while wearing a hot dog costume.
According to an arrest affidavit, 48-year-old Marcia Lynn Morgan became upset when a neighbor parked near her yard in the 6400 block of 23rd Terrace. The incident occurred at approximately 3:56 p.m. Officers say Morgan leaned against the neighbor’s vehicle, ripped toilet paper, and placed it all over the car.

Police reported that Morgan was intoxicated at the time of the incident. During the investigation, she refused to cooperate and would not provide identifying information after being lawfully ordered. Officers used other investigative techniques to identify her.
Morgan was charged with disorderly conduct and resisting arrest without violence. She was booked into the Pinellas County Jail.
