Surveillance Video Ties Suspect to Stolen $1,000 Lottery Ticket in St. Petersburg

ST. PETERSBURG — A St. Petersburg man was arrested on Friday, December 26, 2025, after police said he took a lottery ticket from a lost wallet. He was later found in possession of cocaine, according to arrest affidavits filed in Pinellas County Circuit Court.

Police identified the defendant as Norman Isaac, 61, of St. Petersburg. He is charged with grand theft and possession of a controlled substance, both third-degree felonies under Florida law.

According to the affidavits, the incident occurred at approximately 4:41 p.m. on December 26 at a St. Petersburg business located at 1421 22nd Street South. Investigators state that Isaac was captured on store surveillance video picking up a wallet belonging to another person. The wallet reportedly contained a Florida driver’s license, a debit card, and a $1,000 Holiday Lottery ticket.

Police allege the video shows Isaac going through the wallet and removing the lottery ticket. Minutes later, he was recorded attempting to cash the ticket. A store clerk recognized the ticket as one sold to the victim two days earlier, based on the lot number, and confirmed the theft by reviewing store video.

During a search incident to arrest, officers reported finding two blocks of crack cocaine weighing approximately one gram and three grams of powder cocaine packaged in six individual bags. Field tests were conducted and returned positive results for cocaine, according to the affidavits.

Isaac was arrested at 5:37 p.m. on December 26 and booked into the Pinellas County Jail.
