Clearwater Child-Care Worker Arrested on Multiple Child Abuse Charges

Detectives from the Clearwater Police Department have apprehended a child-care worker in connection with incidents at a local preschool. Noel Michelle Savoy, age 36 of Clearwater, faces nine counts of child abuse involving five victims, all approximately one year old.

The alleged abuse occurred within the infant room at Kid City USA, located at 3130 McMullen Booth Road. Savoy, recently terminated from her position, is now in custody.

On February 14, Clearwater Police officers responded to the preschool after an employee witnessed Savoy handling children roughly. The Crimes Against Children and Families Unit initiated an investigation, and Child Protection Investigation workers were also notified.

Savoy confessed to detectives that her actions were inappropriate and could have harmed the children. She was booked into the Pinellas County Jail on Tuesday, March 12, 2024.

She has prior experience working in other child-care facilities.

The investigation remains ongoing.
