Fired probationary Clearwater firefighter arrested again for lewd and lascivious conduct

Detectives from the Pinellas County Sheriff’s Office have arrested 22-year-old Fisher Davis of Palm Harbor for two counts of Lewd and Lascivious  Exhibition and one count of Lewd and Lascivious Conduct.

Detectives began an investigation after they learned of inappropriate conduct occurring between Davis and a 13-year-old female victim. Detectives say Davis was exposing his genitals to the victim by lifting his shorts while the two  were playing the “blanket game”. Davis continued this behavior almost every  weekend from approximately November of 2023 until January of 2024.

Davis was previously arrested on April 3rd, 2024, by the Pinellas Park Police Department for exposing himself to an 18-year-old high school student whom he followed into a local 7-Eleven store. Davis followed the victim into 7-Eleven, where he proceeded to lift the leg of his shorts to expose himself.

Detectives say in both incidents, Davis made eye contact with the victims to ensure they knew he was exposing himself to them. Davis was taken into custody and transported to the Pinellas County Jail.

If you have any information regarding this case, or if you believe you have been a victim, you are asked to contact Corporal Shannon Millergren at 727-582-6633.

The investigation continues.

Note: Davis was previously fired from his job at Clearwater Fire & Rescue after his first arrest by Pinellas Park Police. He was never employed by the City of Pinellas Park.
